The following items were on the agenda for the above meeting:

  • Treasurer’s Report
    • General Operating Balance: $35,935.38
    • Utility Operating Balance: $169,785.16
    • Total General Fund Balances: $1,016,443.00
    • ARP Fund Balances: $657,018.00
    • Total Water Fund Balances: $341,908.00
    • Total Sewer Fund Balances: $725,781.00
    • Total Available Municipal Funds: $2,741,150.00
  • Town Manager’s Report
    • Planning/Zoning Commission meeting to be on 2 Mar 23.
    • Board of Zoning Appeals will be holding a public hearing on 9 Mar 23.
    • Town’s Wastewater Capacity Management Plan submitted to MDE.
    • Town’s Annual Sewer Allocation Policy Plan has 12,500 gallons per day (GPD) available to be allocated as such (75% residential, 25% commercial). Approved by Town Commissioners at this meeting.
    • FY24 Budget preparations to begin at the end of March with anticipated introduction at the 17 Apr 23 town meeting.
    • St. Patrick’s Day is Friday, March 17!
  • Town Engineer’s Report
    • Phase IV of WTP MDE reviewing comments requested.
    • FY23 “Street Improvement Project” being worked on for submittal to Town Commissioners with engineering plans prepared for review by Town’s Public Works/Street Division.
    • WWTP sludge bed improvements scheduled for 1 May.
  • Resolution # 2023-01 adopted “Establishing Fine Schedule for the Issuance of Municipal Traffic Citations”
  • Town Flag proposed for citizen comments and Town branding logo approved for marketing use.
  • The following were appointed and confirmed as members of the PITTSVILLE ECONOMIC DEVELOPMENT COMMISSION (PEDC): Ivory Smith, Rebecca Smith, and Trent Molnar.

Municipal Alert: Trash Containers

While performing our normal duties riding throughout the Town, the town employees of the DEPARTMENT OF CODE COMPLIANCE/ENFORCEMENT have noticed many of our residents are leaving their trash containers on the street curb and not returning them to their dwellings until the next trash pick up day which is every Thursday in Pittsville. This type of activity is not neighborly and actually renders the area affected to look disheveled and unkempt not to mention “disrespectful” to the other residents who live there.

Please remember to return your trash containers to the appropriate area when trash collection is completed. The Town of Pittsville and your neighbors will appreciate your cooperation in this matter!

To All Our Parents/Guardians: The new park playground equipment that has been recently purchased and installed through a grant from the MD DNR “Community Parks/Playground” program is now “READY FOR USE”. This completes “Phase II” of the Town’s park improvement capital master plan! The Town has applied to the same State program to fund “Phase III” for additional playground equipment.

    • General Operating Balance: $93,502.39
    • Utility Operating Balance: $53,838.02

  • Annual Code Enforcement Report: 37 Letters of Violation (all resolved)
  • Annual Zoning Administrator’s Report: 51 Building Permits Issued
  • Town Manager’s Report
    • Paperwork for DHCD grant for “façade improvement program” has been received for signature. Grant is for $25,000 thru Community Legacy of “Sustainable Communities” program.
    • Semi-annual CY23 budget report and ARP report given to Town Commissioners
    • Phase II of park improvement program nearing completion.
    • Request for speed sign on Early Glow Court forwarded to Town Commissioners.
    • Annual sewer allocation policy recommendation to be presented in February.
    • Town Hall offices closed on Monday, February 20, 2023, due to federal, state, municipal PRESIDENTS DAY HOLIDAY.
  • WTP (water treatment plant) annual report was given.
  • Steve MacDonald presented to the Town Commissioners recommendations for a public relations campaign to “market” the Town to include a flag design, town seal, slogan, and colors. Town Commissioners approved the following color scheme of Pitts Blue, Maryland Gold, and White to be utilized throughout the Town’s branding/marketing strategy push. (PS: The new ADA swing seats recently installed at the park indicate the town colors)
  • Town Engineer’s Report
    • Phase IV of WTP MDE reviewing comments requested.
    • WWTP (wastewater treatment plant) pre-engineering study submitted to USDA.
    • FY23 “Street Improvement Project” being worked on for submittal to Town Commissioners.
    • WWTP sludge bed improvements scheduled for the spring.
  • Ordinance # 2022-07 “Establishing a Code of Conduct for Elected/Appointed Town Officials” adopted.
