President’s Report: March 2026

Note from President

March was a busy and productive month for Pittsville. The Town Council met on March 16th and made several significant decisions — including two major infrastructure contracts and a milestone step forward for our town employees. Spring is here, and so is a lot of momentum.

In particular, the Council is excited to move forward with new water meters for our residents. The process will take a while, but this is an important first step in a project that town citizens have been requesting for years.

As always, we remain committed to keeping residents informed and engaged. There’s a lot happening in Pittsville, and this report is our way of making sure you’re part of it.

Meeting Highlights

New Water Meters Approved — After a competitive bidding process with seven submissions, the Council awarded a contract to Exeter Supply using the Badger System for town-wide water meter upgrades. The new meters use advanced technology for more accurate readings and better service to residents.

Road Improvements Coming This Year — The Council awarded the FY 2026 Roadway Improvement contract to Mike Houck Construction, who submitted the lowest bid and a contractor the town has worked with successfully before.

Employee Pension Benefits Secured — The Council passed three resolutions authorizing the Town’s participation in the Maryland Employees’ Pension System and the Maryland Law Enforcement Officers Pension System. This has been a goal several years in the making and is a meaningful benefit for our dedicated town employees.

Challenges and Updates

Budget Planning Underway — Town Manager Mangini has begun work on the FY 2027 budget. As part of that process, the Council will be reviewing potential adjustments to fees and rates to ensure Pittsville can continue maintaining infrastructure and services. No decisions have been made — we’ll share more as the process moves forward.

Infrastructure Delays — Drainage ditch work on Pitts Avenue and in the Sandyfield Subdivision has been delayed due to inclement weather, but both projects remain on schedule to be undertaken.

Spring Reminder: Permits Matter — With warmer weather arriving, residents are reminded to keep grass maintained and to obtain the necessary building permits before undertaking any substantial property improvements. Information will be posted on the town website.

Water Update

The Water Treatment Plant upgrade is nearly complete. Remaining items include touch-up painting and welding of a new access hatch on Filter #3. Once those are finished, the final walk-through can be completed. Plant Operator Pete Merkyl’s quick response to the hatch issue prevented a larger disruption, which is a good example of our team staying on top of things.

The Wastewater Treatment Plant study submitted to USDA at the end of January is currently under review. Town Engineer Rob Duma continues to work on grant applications to support future infrastructure needs.

Upcoming Events

Bulk Pickup — Thursday, April 16, 2026. Place acceptable items at the curb the evening before. A list of non-acceptable items will be posted on the town website and included in upcoming utility bills.

Town Offices Closed — Friday, April 3 in observance of Good Friday.

Strawberry Festival — Planning is well underway! Sponsorships and vendors are being confirmed, picnic tables have been ordered, and a mascot costume is on the way. More details to come.

Town News

Pittsville Pro Elite Opens — The newest local business held its ribbon cutting on March 5th. We’re proud to welcome them to the community and encourage residents to show their support.

New Street Signs Installed — Public Works has installed new signs delineating East Main Street from West Main Street, improving navigation through town.

Sinkhole Repaired — A sinkhole on Pine Meadows Lane was identified and promptly repaired by the Public Works team.
