Town Manager Monthly Report: December 18, 2023

  • On the agenda tonight is consideration to re-appoint Kevin Bailey to a 5 year term as a member of the Town’s Planning/Zoning Commission.
  • The Town has now on board our new WWTP Superintendent, Sean Triplett. I believe Sean to be a great hire and will prove to be a successful addition to the PITTSVILLE employee family.
  • Since July 1, the Town has issued 21 building permits with $4,896.06 in building fees collected.
  • The PEDC will not be meeting again until January 2024.
  • The Planning/Zoning Commission met on December 7, 2023 to hear a request from Pittsville Storage to erect storage pods on their property located off Friendship Road. Since the site plan may require a storm water management plan & a forest conservation plan this matter has been referred to the county. Updates were given on both the Dale Withers “Solomon’s Village” subdivision” pending further review from the Adequate Public Facilities Advisory Committee & the “Addition to Sandyfield” waiting for a formal presentation of the preliminary site plan to be reviewed. Cannabis regulation being worked on by the P/Z Commission & Town Attorney.
  • The “Hotdogs with Santa” Christmas event was held on December 9 and was a great success. A big “thank you” to all the Pittsville “ELVES” who helped and to all those who came. In January, I plan to present to the Town Commissioners our community events plan of activities for 2024!
  • I have submitted the TMCR request for reimbursement of $14,496.12 for my past services rendered for the months of July, August, September.
  • Still waiting to hear from DNR regarding our past due reimbursement of $3,619.69 for Phase II of the “capital park project”.
  • We have received five (5) applications regarding the TOWN CLERK position. The applications will be reviewed and forwarded to the Town Commission President for further action.
  • The Pittsville VFD will be holding its annual Dinner/Awards Banquet on Saturday January 20, 2024.
  • I will provide the Town Commissioners per request from the Town Commission President a memo regarding possible annexation of property to include our own WWTP which will require a comprehensive property survey to be undertaken. Since becoming the Town Manager I have always desired that the WWTP be included within town limits. Commissioner Carozza has also had some concerns regarding the Pittsville Cemetery and lately I had a conversation with an individual who has property located in town and out of Town right behind it. He has indicated to me about potential annexation. I have requested a survey quote from the Town Engineers so we can determine costs. This could be on the agenda for January.
  • Rob will present his report to include his recommendation of the bid for the WTP Phase IV Upgrade.
  • Next month we will have the 6 months/semi-annual financial report for the Municipal Operating Budget (MOB) & the American Rescue Fund Budget.
  • CHRISTMAS HOLIDAY SCHEDULE will be that the Town Offices will be closed December 22 & December 25, 2023 & for NEW YEARS HOLIDAY SCHEDULE Town Offices will be closed December 29, 2023 & January 1, 2024!

Town Meeting Snapshot: December 18, 2023

  • Treasurer’s Report
    • General Operating Balance: $52,971.27
    • Utility Operating Balance: $43,055.53
    • MLGIP Fund: $2,281,899.68
  • Other Items
    • Kevin Bailey appointed to a 5 year term as a member of the Planning/Zoning Commission.
    • Town Commissioners approved the bid from M2 Construction, LLC of Lancaster PA in the amount of $2,153,589 to undertake the WTP PHASE IV Upgrade contingent upon the Town obtaining additional grant funds to complete the project. The Town has already been approved for a MDE grant of $1,000,000.
    • Town Commissioner Bethany Miller took oath of office for 4 year term.
    • The Town Commissioners in the “Reorganizational Phase” of the Town Meeting elected Town Commissioner Sean McHugh to continue as the Town Commission President for another term of 2 years and Town Commissioner Roland Adkins to continue as the Town Commission Vice President also for a term of 2 years. CONGRATULATIONS to you both!

STORM WATER/FLOODING EMERGENCY

Over the weekend, as you all know, our area (including the Town of Pittsville) has experienced and still is a “Storm Water/Flooding Emergency” with a tremendous amount of rainfall and wind.

The Town is doing all it can to help alleviate the situation but it will take time. In the meantime, the recommendation is to be frugal in utilizing your bathroom facilities and be “very careful” driving around town since we have several streets that are flooding.

The Town will appreciate everyone’s cooperation and understanding in this matter.

Hotdogs with Santa: Santa says “Thanks!”

Santa Claus would like to extend a BIG THANK YOU to all his “Elves” who assisted, participated, and helped with the Town of Pittsville’s sponsored Christmas Event, “HOTDOGS WITH SANTA”. It was a very successful undertaking that all who came enjoyed immensely. The event, though short, was long on bringing happiness and joy to those who attended, especially the children that SANTA loves so much!

Santa thanks the following so much: Ms. Santa Claus (Erika Moore-Lecates), Chief Elf (Dale Monroe), assistant elves Abigail, Kristy, and Asher. A big thank you to JT’s for supplying the hot dog rolls and the MacDonald family for providing chips and Christmas ornament kits for the children to enjoy while visiting Santa! And another “thank you” to Town Commission President Sean McHugh for spending his Saturday afternoon with us.

Once again “thank you all” and to ALL my PITTSVILLE friends have a very enjoyable MERRY CHRISTMAS!

Town Manager’s Desk: New WWTP Superintendent Hired

On behalf of the Commissioners of Pittsville, we want to welcome on board our NEW SUPERINTENDENT of the WWTP, SEAN TRIPLETT, who assumed his duties on December 4, 2023.

Sean is a CLASS 5 WWTP Operator who comes to the Town with over nine (9) years of experience in the water/sewer field. WE are very excited to have Sean join the PITTSVILLE family and look forward to a long, fruitful, and successful working relationship.

Planning & Zoning Commission Meeting Minutes for November 2, 2023

The Town of Pittsville’s Planning/Zoning Commission meeting was called to order by Chair Jen Keener at 6:00 pm. In attendance were members Kevin Bailey, Heather Frazier, Cheryl Tyndall and Dwayne Mattox. Also in attendance was Joe Mangini, Town Manager/Zoning Administrator and Town Attorney, Erica Witz.

MINUTES
Minutes of the October 5,2023 meeting were reviewed. Motion was made by P/Z member Frazier, seconded by P/C Vice Chair Bailey. Motion & minutes were approved.

TOWN MANAGER’S COMMENTS
The Town Manager presented and gave all the members a copy of his Town Manager monthly report (unfortunately it was the past month’s) so he briefed the members on the following:

  • Interview with WWTP Class 5 Operator to be on Friday, November 3
  • FY23 Street project is completed and looks great
  • WTP Upgrade/Phase IV is progressing. However, costs will certainly be more than grant awarded so additional financing will be needed
  • Comprehensive upgrade of both present WWTP and pumping stations is being planned and in the works
  • Initial work on a test well & storm water management study is underway
  • Park grant of $287,500 for new playground structure will be reviewed and hopefully approved by the MD Board of Public Weeks on November 8

OLD BUSINESS
The Town Manager reported that the DALE WITHERS subdivision has been reviewed by the County and now in the hands of the Town Engineer for further town review. Dale still would like the 6 additional EDU’s forfeited by the former West Street subdivision project.

NEW BUSINESS
Tim Ramey presented his sketch plan regarding 7 new additional lots as an addition to the present Sandyfield Subdivision. Mr. Ramey said that back in the period of 2007-2009, the Town took back sewer allocations from the original project and he would like to have them back. The Town Manager explained the process Mr. Ramey needed to undertake to obtain approval for the new EDU’s. Mr. Ramey also stated his intention to construct a sewer pumping station at the site to accommodate the flow of sewer to the town’s sewer system. He also stated he would like to complete the rest of the subdivision once the Town’s new WWTP was online.

The Town Attorney preceded to discuss and review with the Commission members the status of the proposed Cannabis legislation informing all that the moratorium resolution needed to be extended by the Town Commissioners at their next meeting on November 20, 2023 in order to permit adequate time for the P/Z Commission to develop the Cannabis amending zoning text ordinance.

There was discussion amongst the members regarding the path forward.

COMMISSION MEMBERS/PUBLIC COMMENTS
Due to the upcoming holiday season, the next P/Z meeting will be scheduled for Thursday, January 4, 2024 unless any new business needs to be addressed before then.

Town Manager Monthly Report: November 20, 2023

  • On the agenda tonight is RESOLUTION * 2023-06 which will extend the Cannabis legislation moratorium for another 6 months to enable the Planning/Zoning Commission to complete its work on the amending zoning ordinance.
  • Since July 1, the Town has issued 20 building permits with $4,866.06 in building fees collected.
  • Bulk Trash pick-up day was a success with little issues to deal with AND due to the THANKSGIVING DAY HOLIDAY regular trash pick-up for PITTSVILLE will be on the SATURDAY after Thanksgiving!
  • The PEDC will not be meeting again until January 2024. I will let the Vice Chair report on its latest activities.
  • The Planning/Zoning Commission met on November 2, 2023, and approved the sketch plan of 7 new lots for the “addition to the Sandyfield Subdivision”. Applicant has filed all required applications and paid required fees to continue to the preliminary stage process. Next P/Z Commission meeting will be December 7, 2023.
  • The Board of Zoning Appeals approved Mitchell’s Auto for their removal of the present structure and the proposal to build a new one in its place.
  • MDE WTP water loan of $29,158.02 has been paid off leaving us with only one loan left to retire.
  • The State Board of Public Works has approved our Community Parks/Playground grant application for PHASE III of the Pittsville Park’s capital improvement program. I want to thank Erika, Dale, And Brian Lewis for all the assistance they provided in this very worthwhile endeavor. I anticipate the new equipment to be installed this coming spring 2024!
  • The Town’s “Secret Squirrel Society” will be hosting a CHRISTMAS “HOT DOGS with Santa” event on Saturday December 9, 2023, at the Town Hall for our children who want to meet SANTA and share their requests with him. With the year coming to a close, I want to request the Town Commissioners to revisit establishing a small “parks/recreation committee” to help assist the town staff in developing community activities & special events for the town and its people. Next month, I plan to present several community event topics that have been discussed among them the Town’s signature “Strawberry Festival”.
  • I will be submitting the TMCR request for reimbursement of $14,496.12 for my past services rendered for the months of July, August, September.
  • Also, apparently, we never got reimbursed from DNR for the remaining $3,619.69 for PHASE II of the Pittsville Park capital improvement program. This was submitted in February and not sure WHY we have not received already, but have contacted DNR to see what happened.
  • LYLA from SOS has requested that I remind the Town Commissioners of a new water program SOS is endorsing. Earlier I had given you copies, but have printed out additional ones for you to review.
  • I plan to begin activating the “Pittsville Façade Improvement Program” the beginning of the new year. We have until July 2025 to complete. The grant award is for $25,000 to be awarded to approved applicants for façade improvements. We will discuss this more in detail in January 2024.
  • Next Town meeting is “REORGANIZATION NIGHT for the Town Commissioners” and per the Town Charter will begin at 7:30 pm on December 18, 2023.
  • Ad for a TOWN CLERK has been prepared and will be advertised for two weeks in the paper, town web page & face book.
  • Total project costs not including engineering services for the FY 23 “Street Improvement Program” is $228,676.30 which included additional street work that was needed. Rob & Dale can explain the additions. This will leave the balance in the Town’s Highway User Fund at $105,449.70 excluding engineering expenses. This FY 24 the Town is receiving $135,206.35 part of which already received and in FY25 the estimated amount to be allocated is $153,684.50.
  • I have also prepared a revised WWTP Sewer Allocation Policy sheet that includes the reduction in the residential EDUs of the 7 for the Sandyfield project. You have before you tonight a request for 6 (8) additional EDU’s from Dale Withers for his project on Railroad Avenue/Main Street. We will discuss this when we come to that item on the agenda.
  • During their work installing fiber optic along the state roadways, TALKIE COMMUNICATIONS has already compelled us to fix three breaks in our utility lines (their fault). Public Works has repaired, and we will bill them for services rendered. Dale can explain more in detail.
  • CHRISTMAS HOLIDAY SCHEDULE will be that the Town Offices will be closed December 22 & December 25, 2023 & for NEW YEARS HOLIDAY SCHEDULE Town Offices will be closed December 29, 2023 & January 1, 2024!
