“Installation of Security Gate & Fence/WWTP”

The Town of Pittsville is requesting proposals from qualified contractors to install a security gate and fencing with all required material at the Town’s Waste Water Treatment Plant/Public Works Building located at 34751 Poplar Neck Road, Pittsville, Maryland. Requested proposals must be submitted in writing to the Pittsville Town Hall, 7505 Gumboro Road, Drawer A, Pittsville, Maryland 21850 OR email at [email protected] before COB on September 12, 2025.

Proposals received will be reviewed by the appropriate town staff before recommendation to the Town Commissioners for their consideration of approval at the Pittsville Town Meeting to be held on September 15, 2025.

“SPECIAL PUBLIC NOTICE”
Water Treatment Plant Upgrade

Please be advise that on TUESDAY, August 5, 2025, a major construction project will take place at the Town’s Water Treatment Plant as part of our major “Water Treatment Plant Upgrade Phase IV” project that will require the “internal” shut down of the water plant during the morning hours of 8:00 am to 12:00 pm. THIS WILL NOT AFFECT or cause any termination of water service to our residents since it is only the water plant that will be affected.

Residents will still have water service but the Town and the contractor request that all refrain from an overuse of the water system during that day in order for us to conserve our water distribution during this time.

The Town Commissioners would like to express their appreciation for our resident water customers for their cooperation and understanding during this time.

“Special Notice/Water Usage”

As most of our citizen residents are aware, the Town of Pittsville is in the midst of a major upgrade to our Water Treatment Plant/WTP for the past few months. Work is progressing well and the contractor is preparing to begin a critical phase of the project that will require “temporary” shut downs of the plant so they can accomplish the work they need to do for us in order to complete the project.

Our water plant operators and town staff have noticed for the past few weeks a considerable increase in the use of water from our people. Unfortunately, if this continues, the contractor will experience difficulties in completing the work, not to mention the strain it puts on the water plant. Water usage is actually TWICE what it should be.

To help alleviate the pressure being put on the plant’s production the Town Commissioners are strongly encouraging our water users to curtail and refrain from over use of the water system while we are in this very “hot” spell of weather. For example, washing of cars, watering of lawns, filling of swimming pools, needs to be done in moderation. This will go a long way in assisting our contractor and the Town’s water plant’s operations.

The Town of Pittsville appreciates your citizen cooperation in this matter.

Just a note to let our resident citizens know that on July 1, 1945, the Town of Pittsville was officially incorporated per legislation adopted and passed by the Maryland General Assembly!

80 years and growing!!!

With the recent budget public hearing and town meeting concluded, I wanted to update our citizens on the following:

FY 26 BUDGET/FEE SCHEDULE

As has been posted, the Town Commissioners approved the FY 26 Municipal Operating Budget/MOB and fee schedule for the coming year commencing July 1, 2025. Here are a few items of interest of change:

1. The real estate property tax of $.30 per $100 of assessed value remains the same NO INCREASE
2. Trash Removal Fee was increased by $10.00 annually ($.83 per month) to $150.00 annually. This, of course, is reflected in the Water/Sewer Utility invoice that is mailed every quarter.
3. Water usage rates ONLY, have been increased by 10% due to a requirement from the
   Maryland Department of the Environment in order for the Town to be eligible for additional grant funding for the major Water Treatment Plant/WTP Upgrade Phase IV
4. Two “major” items adopted by the Town Commissioners to assist the Pittsville Volunteer Fire Company/PVFD in the performance of their providing fire/emergency services to our citizens AND the surrounding “Greater Pittsville” community is an increase of the Town’s annual contribution to the PVFD/EMS of $16,000 each for a total of $32,000 for this year. ALSO, there was approved a “new” FIRE/EMERGENCY SERVICES impact fee of $1,000.00 per NEW residential home construction that will be collected when a building permit is obtained, reviewed and issued by the Town Manager.

WELCOME TO OUR NEW TOWN COMMISSIONER

The Town Commissioners have selected MICHAEL O’BRIEN to serve out the remaining term of former Town Commissioner John Palmer. Mr. Obrien hails from New Jersey and has been a citizen resident of Pittsville for 18 months. He is the Senior Director of Marketing for the National Society of Leadership and Success (NSLS), a collegiate leadership development organization and will be officially sworn in during the next scheduled town meeting on July 21, 2025. Mr. O’Brien was one of five citizen residents who submitted letters of interest to the Town Commissioners. On behalf of the Town Commissioners, I want to welcome “on board” our new Town Commissioner AND sincerely thank all those who expressed a desire to serve our community!

At their monthly meeting held on June 23, 2025, the Commissioners of the Town of Pittsville officially adopted the Town’s FY 26 Municipal Operating Budget and Fee Schedule. The budget and fee schedule will commence on July 1, 2025.
