TOWN MANAGER/CIRCUIT RIDER PROGRAM GRANT APPROVED
The Town of Pittsville has been approved and will be receiving a grant for $50,000 to continue as the “sponsoring” agency to administer the Maryland Town Manager/Circuit Rider program for another year commencing October 1, 2022. This will enable the Town of Pittsville as well as the Towns of Sharptown and Willards to continue to employ by contract the services of our present Town Manager, JOE MANGINI.
The Maryland Town Manager/Circuit Rider (TMCR) program was designed by the State’s Department of Housing/Community Development (DHCD) to offer financial grant assistance to those “rural” towns which are in need of administrative managerial duties/services that their regular town employees could not or were unable to provide due to staffing shortage or lack of available funds.
In order to participate in the TMCR program, there must be at least two (2) towns willing to form together in a circuit with one (like PITTSVILLE) serving as the sponsoring agency responsible for pay roll processing, monitoring time sheets, and preparing quarterly reports.
This is the 5th successful grant application the Town has received. Each town is responsible to utilize the services of the TMCR in whatever manner best addresses that town’s needs. From the very beginning in 2017, Pittsville chose to use the TMCR as a part time Town Manager who is available for three (3) days (Monday, Wednesday, & Friday) whereby Sharptown and Willards have chosen to use the TMCR as a Grants Administrator.
Anyone interested in additional information about this program and how it has benefited the Town of Pittsville can call the Town Hall to speak with our TMCR (JOE MANGINI) at 410-835-8872.
