Municipal Alert: Inclusive Climber Now Open
To All Our Parents/Guardians: The new park playground equipment that has been recently purchased and installed through a grant from the MD DNR “Community Parks/Playground” program is now “READY FOR USE”. This completes “Phase II” of the Town’s park improvement capital master plan! The Town has applied to the same State program to fund “Phase III” for additional playground equipment.

The following items were on the agenda for the above meeting:
- Treasurer’s Report
- General Operating Balance: $93,502.39
- Utility Operating Balance: $53,838.02
- Total General Fund Balances: $1,080,118.00
- ARP Fund Balances: $833,082.00
- Total Water Fund Balances: $297,798.00
- Total Sewer Fund Balances: $681,671.00
- Total Available Municipal Funds: $2,892,669.00
- Annual Code Enforcement Report: 37 Letters of Violation (all resolved)
- Annual Zoning Administrator’s Report: 51 Building Permits Issued
- Town Manager’s Report
- Paperwork for DHCD grant for “façade improvement program” has been received for signature. Grant is for $25,000 thru Community Legacy of “Sustainable Communities” program.
- Semi-annual CY23 budget report and ARP report given to Town Commissioners
- Phase II of park improvement program nearing completion.
- Request for speed sign on Early Glow Court forwarded to Town Commissioners.
- Annual sewer allocation policy recommendation to be presented in February.
- Town Hall offices closed on Monday, February 20, 2023, due to federal, state, municipal PRESIDENTS DAY HOLIDAY.
- WTP (water treatment plant) annual report was given.
- Steve MacDonald presented to the Town Commissioners recommendations for a public relations campaign to “market” the Town to include a flag design, town seal, slogan, and colors. Town Commissioners approved the following color scheme of Pitts Blue, Maryland Gold, and White to be utilized throughout the Town’s branding/marketing strategy push. (PS: The new ADA swing seats recently installed at the park indicate the town colors)
- Town Engineer’s Report
- Phase IV of WTP MDE reviewing comments requested.
- WWTP (wastewater treatment plant) pre-engineering study submitted to USDA.
- FY23 “Street Improvement Project” being worked on for submittal to Town Commissioners.
- WWTP sludge bed improvements scheduled for the spring.
- Ordinance # 2022-07 “Establishing a Code of Conduct for Elected/Appointed Town Officials” adopted.

Martin Luther King Jr. Holiday
The Town Hall will be closed on Monday, January 16, 2023 due to the Martin Luther King Jr. federal/state/town holiday.
Also, since the day falls on a regular monthly meeting night, the Town Commissioners monthly meeting for January will be held on TUESDAY, JANUARY 17, 2023 at Town Hall commencing at 7:00 pm!
Municipal Alert: New Town Meeting Time
Please be advised that the Town Commissioners of Pittsville have approved a time change for their monthly meetings. Effective immediately, ALL MONTHLY TOWN MEETINGS will commence at 7:00 pm instead of the former time of 7:30 pm.
Monthly Town Meetings will still be held on the THIRD MONDAY of the month (except when there is a holiday on that Monday).
For example, the third Monday in January is Martin Luther King, Jr Day, a federal/state/municipal holiday, thus the town meeting will be held on Tuesday, January 17, 2023 commencing at 7:00 pm!

Introduction of Ordinance # 2022-07
At their regular monthly meeting held on December 19, 2022, the Town Commissioners of Pittsville introduced Ordinance # 2022-07, “An Ordinance to Establish a Code of Conduct for Elected/Appointed Officials of the Town.”
This ordinance is available for review at the Town Hall during normal business hours AND will be under consideration for adoption at the Town Meeting to be held on January 17, 2023.
